There is perhaps no higher priority for those developing the state’s health information exchange (HIE) infrastructure than the duty to honor patient preferences and privacy. As the state’s leading collaborator of HIE, the Texas Health Services Authority has made one of its guiding principles the goal to ensure that patient control of protected health information is maintained during the exchange of health information.
Because patients are a main focus of the state’s HIE efforts, THSA made the patient consent management system a critical component of the shared services available to HIEs across Texas. This system will assist HIEs in confirming whether particular patients have expressed consent to provide access to their health information. Without confirmation of consent, any query for patient information will be blocked.
